Relative path to liability text template and template filename

Path is relative to the root of the web application (the virtual directory created when installing). By default the templates are stored in the template folder in the E-Commerce module virtual directory. Template filename is the name of the text file used as the liability template that displays and must be accepted when selling certain item types. This is used with the “old style” method of liability acceptance.
